About Higher
Education Students Loan Board (HESLB)
The Higher Education Students’ Loans
Board (HESLB) is a board to assist needy and eligible Tanzania students in
accessing loans and grants for higher education.
The board was established by
corporate under Act No.9 of 2004 (as amended in 2007, 2014, and 2016). Website:

All eligible students who have been
selected to join a tertiary education can apply for the HESLB students grants.
This includes those students who completed their form six studies or diplomas
and should also admit to the joining Universities.
The board
(HESLB) has three general important functions stated below.
- First,
to assist with a loan and student grants to all needy students who have
been admitted to higher learning institutions and have no economic power
to pay for their education costs.
- Secondly,
to administer loan payments from loan beneficiaries. The collected loans
are used as a revolving fund to sustain the operations of the Board, and
- Third,
to create synergies through establishing strategic partnerships in the
student financing ecosystem.

Student Loan Application | Create a SIPA account in OLAMS
In this section you will learn how to
create Student’s Individual Permanent Account (SIPA) account, using a special
portal called Online Loan Application and Management System (OLAMS).
SIPA account is used to apply for
HESLB loans to the students also, can be used to check your HSLB loan status.
You can use your SIPA account to see the loan balance when paying your loans.
OLAMS is the Special portal to create
your Student’s Individual Permanent Account (SIPA) and log in to access your
HESLB loans status.
How to open a HESLB
SIPA account in OLAMS HESLB?
To create a SIPA account and apply
for HESLB Student Loan, first, you will need to have access to the internet
with a laptop or desktop.
Then Visit >> OLAMS-HESLB and click on “Apply for Loan“. On the next screen
fill in all the required details, on clicking submit you will create a SIPA
account.
After finishing account creation you
will be able to apply for a loan. To log in to your SIPA account, open OLAMS –
HESLB again and click Login
for Registered Applicants. Fill in the login details on the next screen
then you can access your HESLB SIPA account.
The functions of the SIPA account are to apply and
access your loan status, make loan payments and check your loan balance.
The function of the OLAMS Portal is
to access the SIPA account and aid the students in HESLB Student Loan
Application.

Student Loan Application Guidelines
The application fee for the HESLB
Loan Application is TZS 30,000.00 which a student will pay before application.
The payment is non-refundable once paid.
After the payment of the application
fee, you will log in to your SIPA account by following the steps below:
- Go to
OLAMS-HESLB
- Click on
the Login
- Then
fill your form four index number
- Last,
fill in the password you used during account creation then click on the
login button.
When the whole process is done now
you can apply for the HESLB loan.
To apply for the loan sign in to your
SIPA account by visiting this link >>https://olas.heslb.go.tz/index.php/olas/Olas/ then
click on the Apply for the loan. The next screen will upload the required
attachments and finally submit your loan application.
How to check for the
HESLB Loan Status?
To check for your loan status, you
should visit the OLAMS portal and click on “Application
Status“, now log in to see your loan status.
If you did not get allocated, you can
reapply and appeal for another chance once the appeal window is open. To appeal
for the loan visit the appeal page then fill in the required details as asked.
You can appeal anytime once the
appeal window is open.
How to recover a
forgotten password?
If you forget a password from your
HESLB SIPA account you can reset and recover it by following these steps:
- Visit
OLAMS – HESLB portal
- On the
home page click on the “Recover
Forgotten password” panel
- Then
fill in your Index Number as the user name and the phone number you
registered.
- After
that finish by entering the security key provided then click on the “PROCESS” button
From there you will be able to
recover your password.
